City of Stockton Accepting Applications for Boards, Commissions, and Committees

The City of Stockton is accepting online applications on the City’s website at www.stocktonca.gov/bcvacancies. The deadline for applications is Friday, April 6, 2018. The following opportunities are available:

City of Stockton Arts Commission: A fifteen (15) member Commission to encourage, promote, and sponsor projects and programs that further the growth and public awareness of the visual, performing, and literary arts in Stockton; to offer organizational and promotional assistance to artists and art organizations; and to advise the City Council on the artistic and cultural development of the City.  The City is seeking to fill five (5) upcoming vacancies to begin January 1, 2019, and end December 31, 2022.  The term of service is four (4) years, with two (2) term limit.  Members meet the first Monday of each month at 5:30 p.m.  Applicants must be a resident of the City of Stockton.  There is no remuneration.

Building and Housing Board of Appeals: A seven (7) member Board to hear appeals of decisions made by the Building Official relative to denials of requests, to use alternative methods and materials, from aggrieved parties relative to various codes and related regulations of the City of Stockton.  The City is seeking to fill seven (7) vacancies to be filled immediately upon appointment, and end December 31, 2022.  The term of service is four (4) years, with a two (2) term limit.  Members meet as needed the third Wednesday of each month at 5:45 p.m.  Applicants must be a resident of the City of Stockton at time of application and continuously thereafter.  Required membership composition: one (1) General Building Contractor, one (1) Plumbing Contractor, one (1) Electrical Contractor, one (1) Mechanical Contractor, one (1) Engineer or Architect, two (2) from the lay community.  Remuneration of $20 per meeting, not to exceed $120 per month.

Central Parking District Advisory Board: A seven (7) member board that serves as an advisory body to theCity Council and makes recommendations on rules, rates, regulations, and development plans of the Central ParkingDistrict. The City is seeking to fill four (4) vacancies to be filled immediately upon appointment, with terms ending June 30,2022. The term of service is four (4) years with a two (2) term limit. Members meet once a

month on the fourth Wednesday. Applicants must own real property or be an executive officer or board member of acorporation that owns property within Central Parking District.  There is no remuneration.

City Council Salary Setting Commission: A five (5) member Commission that recommends to City Council the amount of monthly salary and benefits deemed appropriate for members of the Council, including the Mayor, for two-year periods.  The City is seeking to fill two (2) upcoming vacancies to begin January 1, 2019, and end December 31, 2022.  The term of service is for four (4) years with a two (2) term limit.  Members meet biannually between March 1 and April 30 of every odd year.  Applicants must be qualified electors of the City of Stockton, remain qualified electors at all times during the term of office, and reside within the urban community of the City of Stockton.  There is no remuneration.

Cultural Heritage Board: A nine (9) member board to promote and preserve the community's historical, architectural, aesthetic, and cultural resources; identify sites and districts of historical significance; promote the Award of Excellence program; conduct surveys and inspections to accomplish these objectives; advise City officials and other bodies; and encourage and sponsor events of a cultural nature. The City is seeking to fill seven (7) vacancies to be filled immediately and end December 31, 2022. The term of service is for four (4) years with a two (2) term limit. Membersmeet bi-monthly on the first Wednesday of the month at 5:15 p.m.Applicants must be a resident of the City of Stockton, knowledgeable about the historic and cultural traditions of the community, with a background in preservation, architecture, and/or construction technology.  Required membership composition: one (1) member having extensive real estate experience; one (1) member having extensive construction industry experience; one (1) California licensed architect; one (1) historian; one (1) City of Stockton resident over forty (40) years old; and four (4) At Large Members.  There is no remuneration.

Handicapped Access Board of Appeals: A five (5) member board for appeals of administrative decisionsregarding request denials for alternative methods of providing access to public accommodations by physically disabledpersons, as required by the California Health and Safety Code. The City is seeking to fill three (3) vacancies beginningimmediately upon appointment and ending December 31, 2022. The term of service is four (4) years, with a two (2) termlimit.  Members meet as needed on the fourth Tuesday of the month at 5:30 p.m. Applicants must be a city of Stocktonresident.  Required membership composition: two (2) disabled persons; two (2) persons experienced in construction (must also be members of Building Board of Appeals); and one (1) lay person.  There is remuneration of $20 per meeting, not to exceed $40 per month.

Measure W Oversight Committee: A seven (7) member Committee that assures appropriate use of Measure W sales and use tax and presents an annual report to the City Council. The City is seeking to fill three (3) vacancies to begin immediately upon appointment and end December 31, 2020.Term of service is for two (2) years with a two (2) term limit. Members meet as needed. Applicants must be at least 28 years of age, reside within the City’s geographic boundary, and not employed by, contract, consult, or do any business with the City of Stockton.  There is no remuneration.

Parks and Recreation Commission: A ten (10) member Commission to act as the agent of the governing boards of its constituents (City of Stockton, County of San Joaquin, and Unified School Districts representing Stockton, Lincoln, Lodi, and Manteca). The City is seeking to fill one (1) vacancy to begin immediately upon appointment and end December 31, 2021.Term of service is for four (4) years with a two (2) term limit. Members meet the fourth Monday of each month at 5:30 p.m.Applicants must be residents of the City of Stockton.  Required membership composition: City Council appoints one of its members plus 3 lay members; SJC Board of Supervisors and the Stockton, Lincoln, Lodi, and Manteca School Boards shall appoint one for each governing agency; Teen Leadership Council shall appoint one member.  There is no remuneration.

San Joaquin County Commission on Aging: Serves as an advisory body on aging matters to the San Joaquin County Board of Supervisors and the Department of Aging, acts as San Joaquin County Long-Term Care Coordinating Council/Audit Day Health Care Planning Council, and advises San Joaquin County Board of Supervisors on long-term care.  The City is seeking to fill one upcoming vacancy to begin September 17, 2018, and end September 16, 2021.Term of service is for three (3) years. Members meet the first Monday of each month at 1:30 p.m. except for August.Applicants must be residents of the City of Stockton.  There is no remuneration.

Strong Communities Advisory Committee: A seven (7) member Committee to annually review revenues and expenditures from the Strong Communities Fund, established by Ordinance 2016-06-07-1212 to provide second, independent verification to City's annual audit of the fund and to confirm all expenditures of Strong Communities funds were made as represented in the ballot ordinance to Stockton residents.  The Committee may also make recommendations to the City Council regarding those expenditures. The City is seeking to fill three (3) vacancies to begin July 1, 2018, and end June 30, 2020.Term of service is for two (2) years with a two (2) term limit.Applicants mustreside within the City's geographic boundary and must be at least 18 years of age, except for the ex-officio member.  The Advisory Committee may not include any employee or office of the City, or any vendor, contractor, or consultant doing business with the City.  There is no remuneration.

City offices are open Monday through Thursday, 7:30 a.m. to 5:30 p.m., and every other Friday, 8:00 a.m. to5:00 p.m. City offices are closed every other Friday and on observed holidays.
