The San Joaquin Engineers Council (SJEC) is celebrating one of the region’s most accomplished and community-minded leaders. David Leamon, PE, MPA, Director of Public Works for Stanislaus County, has been named SJEC’s 2026 Engineer of the Year — a prestigious honor recognizing technical excellence, leadership, and an unwavering commitment to public service.
Leamon will be recognized at the 59th Annual Engineers Banquet on February 19 at the DeRosa Center on the campus of the University of the Pacific.
Building the Backbone of a Growing Region
With more than two decades of experience, Leamon’s impact can be seen — and traveled on — every day. He leads a team responsible for maintaining 1,500 miles of roads and 232 bridges, while overseeing the largest capital improvement program in Stanislaus County history.
Under his leadership, transformative infrastructure projects have advanced into construction, including the Seventh Street Bridge Replacement and the North County Corridor. These major investments are designed to strengthen safety, improve mobility, and support the long-term vitality of the region.
Leadership That Inspires
Leamon’s nomination was strongly supported by the Modesto Engineers Club and numerous regional leaders . Supporters described his public service career as “nothing short of exceptional,” highlighting his steady leadership on projects that serve thousands of residents every day.
Yet beyond technical achievement, colleagues consistently point to something just as meaningful — his character. He is described as warm, approachable, generous with his time, and committed to fostering collaboration across agencies and communities.
Leamon has also served as President of the County Engineers Association of California and the Modesto Engineers Club, championing professional development and uplifting the next generation of engineers. Those who know him say his energy, humor, and positivity make even complex technical conversations engaging and accessible.
