New Beginnings in Downtown Stockton: Gospel Center Rescue Mission Opens New Life Program Multi-Purpose Center

Stockton will mark a powerful new chapter in its fight against homelessness and addiction when the Gospel Center Rescue Mission (GCRM) hosts a ribbon cutting for its brand-new New Life Program Multi-Purpose Center at 2 p.m. on Thursday, February 26, 2026, at 445 S. San Joaquin Street.

The three-story, 110-bed facility stands as a visible investment in hope, recovery, and second chances in the heart of downtown.

A Major Expansion of Impact

The 14,577 square-foot center was constructed by Diede Construction, Inc. of Lodi and is designed to support men working to rebuild their lives. The facility features dorm rooms with one to four beds, shower facilities, laundry rooms, classroom space, and expanded capacity for the Mission’s Recuperative Care Program.

More than a building, the center strengthens GCRM’s structured New Life Program, which includes:

  • A first and second phase six-month residential addiction treatment program

  • A one-year third-phase bridge housing program designed to support long-term stability

With this new center, participants will have an enhanced environment focused on recovery, accountability, education, and life skills development.

A Community Investment in People

The project represents a significant public-private partnership.

Health Plan of San Joaquin contributed $6.5 million to support individuals experiencing homelessness who also have significant recuperative care needs. San Joaquin County contributed $3.5 million toward the project, along with additional funding from the Federal Home Loan Bank, the City of Stockton, and private donors.

When the final round of funding was approved last November, San Joaquin County Board of Supervisors Chair Paul Canepa emphasized the long-term benefits:

“When we help people stabilize their lives, we reduce the long-term costs of homelessness on healthcare, law enforcement and the justice system. This is how we create safer neighborhoods and stronger communities.”

GCRM CEO David L. Midura expressed deep gratitude for the widespread support that made the project possible:

“Above all, we give thanks to our Lord Jesus Christ, whose provision and guidance made this work possible. We are deeply grateful to everyone who contributed through their prayers, generosity, and support.”

He extended special thanks to the City of Stockton, the County Board of Supervisors and their staff, Fritz & Phyllis Grupe, and the Grupe Country Fair sponsors.

86 Years of Service and Growing

The Gospel Center Rescue Mission has served the Stockton community for more than 86 years and holds the distinction of being the county’s oldest operating low-barrier shelter. It was also the first in the region to offer recuperative care services.

This new facility signals not just expansion, but evolution a recognition that addressing homelessness requires integrated care that combines shelter, health recovery, addiction treatment, and long-term housing pathways.
