San Joaquin County has launched the Spark Relief Grant Program under its LIFT Initiative to help small businesses offset the lingering financial impacts of COVID-19.
The program, funded through the American Rescue Plan Act (ARPA), provides grants of up to $5,000 to reimburse utility costs such as electricity, water, sewer, phone, internet, propane, and garbage. Eligible expenses must have been incurred between January 1, 2022, and the date of the grant application.
To qualify, businesses must:

Operate out of a commercial storefront in San Joaquin County with fewer than 50 employees.

Have been in business before January 1, 2020.

Hold an active business license and be in good standing with no outstanding violations or liens.

Show financial impact from the COVID-19 pandemic.
The program is first-come, first-served and will remain open until June 1, 2026, or until funds run out. Only one grant will be awarded per business owner, household, or taxpayer ID.
Some businesses are not eligible, including bars, liquor stores, cannabis dispensaries, national chains, and drive-thru restaurants.
